Council meet ewice a year. Total number of days in session is 80 days. The period of regular session is 35 days, while 45 days for spcial session. Ordinance can be proposed by a mayor or councilors. Prorosed ordinance must preliminarily examined in the Standing Committee. Then, it is deliberated and voted in the plenary session. Heads of local government can propose budget to local council. then, Standing Committee examines the proposed budget preliminarily. After Budget Settlement Special Committee examines the proposed budget, the proposal is approved in the Plenary Session. City council may request a mayor or public official to present in the session and ask questions on administrative affairs to criricize policies or propose alternatives. Council has right to audit overall administrative affairs of local government and demand correvtion of wrong policies. City council also conduct special investigation on special issues. Citizens have rights submit petiton on specific issues. City council have an obligation to examine the petiton according to the appropriate procedure and deliver it to the relevant department. Related department must report the result to city council. Council handles issues on establishment and management of funds, acquisition and sales of major properties, and building, management and sales of public facilities according to the law.
