As a representative of body of citizens, councilors are elected through direct and secret ballot. In the election, one councilor is elected in each Eup, Myeon and Dong However, two councilors for Gyoha-eup and Hori-eup are elected in each area where the number of population is over 30,000. Therefore, the total number of city councilor is 15 and the terms of officeis 4 years     There are Chairman and Vice Chairman in the City Council who are elected through secret ballot during the plenary session. The terms of office is two year. Chairman represents the council and supervise general council affairs. On the other hand, Vice Chairman assist Chairman and perform duties of Chairman when Chairman is unable to preside     It is composed of 3 committees such as steering, General Affairs and Public Hygiene, Industry and Construction. Chairman of the committee is elected through secret ballot during the plenary session and the term of the office is two years. Standing Committee examine and process bills or particular issues designated by plenary session.     Special Committee is organized and managed temporarily to examine specific petition or bills. If the examined bill is deliberated in the plenary session, special committee terminated Major issues special committees examine are disaster management, petition, budget, settlement of accounts, review discioline and qualification of councilof and audit and investigate public administrative affairs.     Under the suoervision of the Chairman, secretariat handles various issues on council affairs, manage session and support activities of councilors.
